In 2004 Nigel set-up SWS Certification Services Ltd (SWS) with business partner, Phil Williams, originally as a European Union Aviation Safety Agency (EASA) Part 21, Subpart J approved Design Organisation [2007 – 2020] and due to Brexit is now a UK CAA Part 21, Subpart J approved Design Organisation [2021 to date]. Scope of work primarily comprised fixed wing and rotorcraft interior and exterior modifications, repairs and regulatory consultancy, with a specialisation in passenger seat dynamic structural and occupant injury certification.
Nigel retired at the end of 2025 as Managing Director and Head of the Design Organisation for SWS and now operates as an independent aircraft certification consultant.
Nigel is also one third of the Air4All consortium with Chris Wood, working with Delta Flight Products, to bring to market a prototype aeroplane seating facility, designed to accommodate wheelchair users. This is currently going through certification.
Nigel’s professional achievements reflect his personal passion and drive. He was a key member of the FAA Aviation Regulatory Advisory Committee (ARAC) responsible for the introduction of AC25.562-1B, the now very familiar FAA advisory circular, (a dynamic evaluation of seat restraint systems and occupant protection on transport airplanes).
As a pro-active manager of a committed and accomplished company and team, Nigel has been instrumental in pioneering various certification approaches, responsible for resolving many challenging technical and regulatory issues in order to produce some of the most unique aircraft seating and cabin interior products for the top international airlines and VIP aircraft operators, which include the Virgin Atlantic Upper Class Suites, Air New Zealand’s Skycouch™ and Greenpoint Technologies Aeroloft®; working with them and National Aviation Authorities to establish an airworthiness approvals route for the UK, European and US organisations.
During his time in the industry, Nigel has worked for major UK aerospace companies such as ML Aviation, Martin-Baker Aircraft and Contour Premium Aircraft Seating (now Safran Seats GB).
This valued experience has given him a considerable understanding of the industry in which he works and where possible, he endeavours to pass this extensive knowledge and experience onto his colleagues, young engineers and clients.
Nigel is frequently invited to speak and advise clients and other organisations on certification and airworthiness issues.

Managing Director, Aircraft Management and Charter
Graham Williamson is a senior leader with more than four decades of experience at the forefront of the global business aviation industry. He has held executive roles spanning airlines and aviation services across Europe, the Middle East and Asia, including nearly two decades building and leading aircraft management and charter businesses. Most recently, Graham served as President of TAG Aviation Europe where he oversaw a multi-jurisdictional fleet and operations and has been a long-standing member of the European Business Aviation Association’s Board of Governors. At Gama Aviation, he leads strategic growth in aircraft management and charter, bringing deep operational insight, commercial leadership, and a reputation for industry-wide collaboration and innovation.
Simon Williams has successfully held a series of challenging senior operational & staff appointments. He has operated as Aircraft Commander, Training Captain, Qualified Helicopter Tactics Instructor, Instrument Rating Examiner and has flown a wide variety of aircraft including Royal Air Force Search & Rescue Sea Kings, Special Operations Pumas and civil Boeing 757s & Boeing 767s, most recently for British Airways.
During 5 years at the UK Civil Aviation Authority, he developed a very broad safety portfolio which saw him chairing groups at national & international level. These groups were focused on delivering tangible safety benefits whilst working closely with a diverse cross section of the civil aviation industry. Towards the end of that tenure he increasingly devoted much of his time to working in ‘Safety Partnership’ with the Business Aviation community.
In his current role as Director of Civil Aviation (DCA) he is leading & managing a large multi-disciplinary internationally-based team and is directly responsible for a multi-million pound budget. The breadth & depth of the DCA role is significant and includes: leading & managing the world’s 6th largest international private/corporate business aviation aircraft registry; regulating civil aviation, airspace & airport activity on behalf of the Isle of Man Government with direct accountability to the UK Department for Transport. ‘Safety with Service’ is our ethos.
Neil Williams is a senior aviation safety leader with more than 30 years of experience in airworthiness regulation, safety policy and international aviation standards. He is currently the Head of Safety Regulation at the newly formed Gibraltar Civil Aviation Authority. Prior to joining the GCAA, he was the Rulemaking Manager at the UK Civil Aviation Authority, where he led the organisation’s aviation legislation, policy development and international safety agreement programmes. Neil played a key role in shaping the UK’s post‑EU regulatory framework, including leading negotiations for the aviation safety annex of the UK–EU Trade and Cooperation Agreement and securing new bilateral safety arrangements with multiple global partners.
Previously, Neil served as the CAA’s Policy Lead for Airworthiness, representing the UK at EASA, the European Commission and ICAO, advising senior leaders on regulatory and safety matters. He has overseen national responses to significant safety events, contributed to major regulatory reforms and developed risk‑based, proportionate airworthiness policies that strengthen both safety and industry performance.
Neil began his career as a licensed aircraft engineer with British Airways and went on to hold various engineering and training roles with GAMCO in Abu Dhabi and HAECO in Hong Kong, gaining extensive experience across a wide range of commercial aircraft.
He holds an MSc in Air Safety Management from City St George’s University London and is a Fellow of the Royal Aeronautical Society. He is recognised for his strategic insight, collaborative leadership, and deep technical expertise in airworthiness and aviation safety regulation.
Chris is a campaigner and lobbyist in aviation and disability, he is also an Aviation Accessibility Consultant, working alongside industry on innovation and regulation/legislation. He is a regular speaker in the aviation circuit. In the past Chris has sat on boards for the Football Association and the Consumer Credit Trade Association.
Chris has also set his sights on bringing wheelchair air travel in line with land and sea. His goal is to establish the solution “to enable a wheelchair user to stay in their chair whilst on a flight” – he is now one third of the Air4Alll consortium that is collaborating with Delta Flight Products and Sunrise Medical to bring a prototype to market designed around airlines not losing any pax places. This is currently going through certification.
His two children now in their thirties are keen to travel, he does not want the fact that they are both in wheelchairs to hinder their aspirations in both work and of course pleasure. A common yearning to everyone who uses a wheelchair. Recognising an aging demographic that is loyal and keen to travel, innovation is needed to keep these people flying and spending money– we need to DeTech and keep an analogue lifeline to keep them onboard.
Chris received an investiture in 2021 in Her Majesty the Queens Birthday Honour’s list with an MBE, this was for his work in Accessible Aviation.
